Il modello e' deterministico e serve per ragionare, non per sostituire procedure comunali. Combina pressione esterna, risorse e priorita'.

• Pressione: affollamento, meteo, acqua, evento e cestini gia' pieni aumentano il carico.
• Risorse: piu' volontari abbassano la pressione ma troppi volontari possono consumare coordinamento.
• Zone: giochi, prato, ingressi, cestini, laghetto e sentiero ricevono pesi diversi.
• Turni: ogni imprevisto aggiorna punteggi, log e brief finale.

Method

The model is deterministic and meant for reasoning, not as a replacement for official city procedures. It combines outside pressure, resources and priority.

• Pressure: crowd, weather, water edge, event context and already-full bins increase load.
• Resources: more volunteers lower pressure, while very large teams can add coordination load.
• Zones: play area, lawn, gates, bins, pond and shade path receive different weights.
• Turns: each pressure event updates scores, log and final brief.
